Briefing on Lord Lucas’ Freedom of Information Bill

This briefing gives a clause by clause explanation of the private peer’s FOI bill, introduced by the Conservative peer Lord Lucas, which received a second reading in the House of Lords on 10 February 1999. The bill, which was drafted by the Campaign, is largely the same as the 10-minute rule bill introduced by Labour MP Andrew Mackinlay in November 1998.
