The Environmental Information Regulations and THORP

These Regulations came into force in December 1992 and provide a right of access to environmental information. This report describes the Campaign’s attempt to use the Regulations to obtain information about the BNFL THORP nuclear reprocessing plant. The report documents the failure of many agencies to comply and includes the Campaign’s subsequent formal complaint to the European Commission that Britain has failed to properly implement the relevant European Directive, and letters to three Secretaries of State responsible for the non-disclosure.
