Concern about secrecy in Health and Social Care Bill proposals

The Campaign for Freedom of Information has submitted evidence to the Health and Social Care Committee’s inquiry on the government’s proposals for a Health and Care Bill.

Our main concern with the white paper proposals is the prohibition on the disclosure of information that will apply to the Health Service Safety Investigations Body (HSSIB). We think the prohibition is disproportionate and unnecessary. The Freedom of Information Act (FOIA) provides substantial protection for the kind of sensitive information which the government says the provision is designed to protect. The main effect of the prohibition will be to prevent the disclosure of other information that could be disclosed without harm of any kind.
